The Kingdom of Eswatini (formerly the Kingdom of Swaziland) is a landlocked country located in southern Africa, surrounded by South Africa to the north, west and south, and adjacent to the Republic of Mozambique to the east. Eswatini is Taiwan’s only diplomatic ally in Africa, with relations spanning over 50 years. Taiwan has provided support in areas such as healthcare, community and social development, and information and communications technology (ICT). Eswatini is currently promoting major projects, including railway connections, a 260 MW renewable energy initiative, five-star hotels and resorts, large national parks, industrial parks, and urban infrastructure in Mpakeni. The ICT, energy and mining, and education sectors offer promising investment opportunities for Taiwanese companies, and collaboration between the two countries can serve as a platform bridging Asia and Africa. Eswatini enjoys strong economic and trade relations in Africa and possesses a strategic geographic location, making it an ideal outpost for Taiwanese companies seeking to enter and expand in the African market. Royal Science and Technology Park (RSTP) was established in 2018 as a special economic zone with the aim of becoming a leader in the technology innovation industry. Its goal is to strengthen the country’s research and development capacity in science and innovative technologies. Through technology commercialization, research promotion, and technology transfer, RSTP seeks to enhance technical knowledge and R&D capabilities, encourage entrepreneurship, and provide information technology services and related solutions for Eswatini. The park houses a technology development center, an innovation incubation hub, and various support service centers, all equipped with well-established facilities. Taiwanese companies are welcome to invest in the park. In addition, in February 2018, Eswatini enacted the Special Economic Zones Act 2018, which covers free trade zones, industrial parks, freeports, ICT parks, and science parks. RSTP has been designated as a special economic zone, granting investors access to preferential investment incentives.

This project has facilitated closer collaboration between both parties. Following the national data center backup facility project, further projects are planned to enhance the country’s information security infrastructure, focusing on the development of the Eswatini’s government network and national information security protection systems (SOC/ISAC/CERT). In recent years, the increasing frequency and impact of hacker attacks have become a major concern for individuals, society, and even national security. To address the growing cyber threats, the national data center—tasked with leading Eswatini’s technology innovation industry—must establish a robust information security protection system capable of defending against malicious attacks through functions such as security monitoring, reporting, incident handling, and threat intelligence sharing. The information security protection system is composed of a Security Operations Center (SOC), an Information Sharing and Analysis Center (ISAC), and a Computer Emergency Response Team (CERT). Through the complementary roles of these three components, the system effectively enhances the security of the data center and establishes a robust information security framework.

IISI is committed to digital transformation. Recognizing that the future is increasingly cloud-driven, the company places great emphasis on modern development technologies such as cloud-native, DevOps, and microservices. To this end, IISI actively promotes the digital transformation of its internal teams—including architects and engineers—by strengthening software engineering capabilities and cultivating skills in containers, microservices, DevOps, and APIs. The company also drives the digital adaptation of its existing CMMI processes to enhance information security and software engineering strength, ultimately delivering cloud-based information services.
